Consolidation is consistently the most underused of the four actions, largely because it requires more editorial judgment than a straightforward delete-or-keep decision.

Remove. The page provides no meaningful value to any audience — human or AI — and has no reasonable path to becoming worth keeping. This is the right call for genuinely obsolete content: a promotion that ended years ago, a product that no longer exists, a topic the business no longer operates in at all.

Redirect chains and loops — sending a URL through two or three hops rather than directly to its final destination, which wastes crawl budget and, in the worst cases, breaks entirely.

A clean consolidation, once complete, should be verifiable without hand-waving: a documented map of every retired URL and its destination, redirect validation showing clean 200-status landing with no chains, internal links across the site rewritten to point directly at survivor pages, and canonical tags aligned so every signal agrees on which URL is now authoritative. If internal links still point at a redirected URL a month after the consolidation, the project isn't finished — it's a permanent detour that will continue diluting the signal indefinitely.
